Opportunity Winona is a pubic and private partnership that is investing in a community initiative to bring new growth in an energized downtown Winona.  It is a coordinated way to create new jobs, retail, and places to live that will bring new energy to downtown, and is a series of projects connected by a single vision focused on our city's downtown that will bring new vitality into our downtown and sustain these improvements for years to come.
